There is nothing that will make better fuel for an uprising than the lack of control felt by constituents who sense that no one is listening. All stakeholders, at all levels, have within them the ability to participate in a riot; it just might not take the form of burning cars and thrown rocks.
Create opportunities for constituents to be heard, even if you think you know what they’re going to say. Be careful of the fine line between leadership and dictatorship. This line is managed mostly by managing perception. Find the balance. Don’t abdicate leadership, or don’t seek total consensus. Just be careful to listen.
